Format ISO-8601 date

I am developing an application whereby the API returns a string date, which is formatted in ISO-8601 format.
{syntaxhighlighter brush: cpp;fontsize: 100; first-line: 1; }Fri Mar 12 14:03:43 +0000 2010{/syntaxhighlighter}
So, for now I need to make it such that the UTC offset is being added into the date. For example, my UTC offset is +28800. How am I supposed to add the UTC offset into my date?

Dates are best manipulated in their standard time_t format. Get such dates from maTime(), maLocalTime(), or mktime().
